Human Resources and Labor Relations Manager:
The Human Resources and Labor Relations Manager leads all human resources and labor relations functions for Pittsburgh Transportation Group (PTG), with primary responsibility for supporting union‑represented bus operators while overseeing HR operations for non‑union administrative, operations, and taxi personnel.
This role serves as a trusted advisor to executive leadership and ensures full compliance with FMCSA, DOT, FTA, and all applicable federal, state, and local employment regulations. The Human Resources and Labor Relations Manager provides strategic and hands‑on leadership across labor relations, workforce compliance, recruitment, payroll administration, employee relations, and policy enforcement for both PTG Bus and zTrip Taxi operations.
This is a highly visible leadership role within a regulated, safety‑sensitive transportation environment.
Key Responsibilities of a HR and Labor Relations Manager:
Labor & Union Relations
- Serve as the primary HR and labor relations contact for union‑represented employees
- Administer, interpret, and enforce Collective Bargaining Agreements (CBAs)
- Partner with leadership on grievance resolution, investigations, and disciplinary actions
- Lead and document progressive discipline processes in compliance with contractual requirements
- Support labor relations strategy, contract preparation, and negotiation activities
- Maintain collaborative and professional relationships with union representatives
Regulatory & Transportation Compliance
Ensure compliance with all applicable transportation and employment regulations, including:
- FMCSA drug and alcohol regulations (49 CFR Parts 40 & 382)
- DOT safety‑sensitive workforce requirements
- FTA regulations, including MIS reporting
- DOT Clearinghouse compliance
Additional responsibilities include:
- Managing three‑year DOT employment verifications and background investigations
- Overseeing safety‑sensitive hiring documentation and onboarding compliance
- Maintaining audit‑ready records and supporting FMCSA, FTA, and internal audits
- Ensuring compliance with all federal, state, and local labor and employment laws
Hiring & Workforce Development
- Lead full‑cycle recruitment for union and non‑union positions
- Develop and implement effective driver recruitment strategies
- Oversee onboarding, orientation, and new‑hire compliance processes
- Ensure all safety‑sensitive hires meet DOT/FMCSA requirements prior to assignment
- Support workforce retention initiatives and staffing stability
Terminations & Corrective Action
- Lead and document employee separations for both union and non‑union employees
- Ensure terminations comply with legal, regulatory, and contractual obligations
- Coordinate final wages, benefits notifications, COBRA administration, and exit documentation
- Advise leadership on employment‑related risk mitigation and liability
Payroll & Benefits Administration
- Oversee payroll processing, including union wage schedules, overtime, premiums, and contract‑specific pay provisions
- Coordinate payroll processing with external vendors
- Ensure full compliance with wage and hour laws
- Administer employee benefits programs
- Oversee FMLA, ADA accommodations, and leave management
- Ensure accurate deductions, including union dues and garnishments
Employee Relations & Performance Management
- Conduct workplace investigations and resolve employee relations issues
- Support leadership with consistent policy enforcement and documentation
- Coach supervisors on performance management and corrective action procedures
- Promote a professional, compliant, and equitable workplace culture
Multi‑Company HR Oversight
- Provide HR leadership across both PTG Bus and zTrip Taxi operations
- Align HR policies while accounting for operational and contractual differences
- Maintain centralized HR systems, documentation, and compliance standards
Qualifications of a HR and Labor Relations Manager:
- Minimum of 5 years of progressive HR experience, preferably in a unionized and/or transportation environment
- Demonstrated experience administering Collective Bargaining Agreements (required)
- Strong knowledge of FMCSA, DOT, FTA, and safety‑sensitive workforce compliance
- Experience overseeing payroll operations and wage compliance
- Proven expertise managing employee investigations, discipline, and terminations
- Bachelor’s degree in Human Resources, Business, or related field (PHR/SPHR preferred)
- Exceptional documentation, organizational, and conflict‑resolution skills
